這是台灣原住民族第一次來到聯合國。我們團裡面大多數的成員，從未離開過台灣，但他們第一次離開，竟然是到日本東京的靖國神社控訴「我們不是日本人！我們是日本戰爭罪行的受害者！」，第二次離開是千里迢迢跨越太平洋來到聯合國。我們要告訴全世界「沒有反省戰爭罪行的日本，就沒有國際和平路線的日本」！

沒有人可以阻止我們訴說歷史

今年6月份，在出席控告日本政府違憲官司的最後辯論庭之前，「還我祖靈行動」代表團提前到靖國神社表達控訴。很遺憾地，日本政府和靖國神社竟然把代表團成員攔阻在三百公尺外，不讓我們接近靖國神社，甚至還把我們關在車上，團員連靖國神社的大門在哪裡都沒有看到。這一次我們來到聯合國，我們要告訴全世界一個歷史的事實：「日本是對歷史不負責任的國家」！我們相信，我們不會被攔阻，沒有人能夠阻止我們這個訴說歷史真相的行動。

InJuneofthisyear,beforeattendingthefinallegaldebateinthecasetheybroughtagainsttheJapanesegovernmentaccusingitofviolatingtheconstitution,the"ReturntheSoulsofourForebears"delegationwenttoprotestattheYasukuniShrine.Regrettably,theJapanesegovernmentandYasukuniShrinepersonnelblockedthedelegation300metersfromtheshrineandevenconfinedusinthebus.Thedelegationdidnotevencatchsightoftheoutergateoftheshrine!SothistimewearecomingtotheUnitedNationstotelltheworldahistoricaltruth:"Japanshirksitshistoricalresponsibility!".Webelievethistimewewillnotbeblocked,andnoonecanstopusfromtellingthehistoricaltruth!

當年出書炫燿戰功如今成為犯罪鐵證

我們帶來了兩本舊書，這兩本舊書是1913年和1914年間，日軍攻打原住民部落的兩次戰役。日軍以燒光、搶光、殺光的「三光政策」對付抵抗侵略的原住民部落，並由隨軍寫真班沿途拍攝照片，然後集結成「征討畫冊」呈送日本軍部表功。現在，「征討畫冊」成為日軍罪行無法抹去的鐵證。

日本軍國主義對台灣原住民族所犯下的「國家暴力」罪行

日本軍國主義者殖民台灣原住民族的歷史真相，遠不僅止於此。1895年起的五十年間，殖民政權以有計劃的「國家暴力」對台灣原住民族犯下了滔天大罪：

迴避歷史責任是軍國主義復甦的開始

戰爭結束60年了，但是，日本軍國主義者施加於台灣原住民族的暴力並未停止…。當年被殖民政權強徵上戰場當炮灰的「高砂義勇隊犧牲者」，至今其靈位仍與甲級戰犯一同被放置於靖國神社。被害者與加害者同置一處，這是日本軍國主義者藉靖國神社繼續對原住民族施以「靈魂奴隸」的暴力。日本極右派團體近年來藉招待旅遊之名，招攬台灣原住民赴靖國神社參拜，這是迴避歷史責任、打造原住民族「親日污名」的暴力。

從戰後德國與日本官方及社會態度的比較，我們認知了一個意義重大的事實～日本至今仍否認並拒絕負起其發動戰爭的歷史責任。我們始終認為：沒有反省戰爭罪行的日本，就沒有國際和平路線的日本！沒有負起戰爭責任的日本，就沒有文明的日本！我們強烈要求日本政府：反省！道歉！賠償！

一段日本歷史上最大的生命浩劫

這是靖國神社告示牌公佈的入祀人數統計表，十一場戰爭合計陣亡將士2,466,532人。十一場戰爭中只有「明治維新」與「西南戰爭」是日本國境內的內戰，其餘九場戰爭是日軍遠赴國境外的戰役。十場日本國境外的戰爭時間達五十餘年，日軍陣亡將士總計2,458,781人。這是驚人的數字，「五十餘年、二百多萬人」～一個令人難以承受的歷史悲劇數字！一段日本歷史上最大的生命浩劫！

是什麼原因？是什麼人？驅使二百多萬日軍將士，遠赴國外、走向死亡之路？

人類的悲劇！人間的浩劫！

靖國神社告示牌上的台灣征討戰役共陣亡日軍將士1,130人，但是，日軍攻打台灣並佔據51年期間，以殺光、搶光、燒光的「三光政策」對原住民族部落發動160餘次戰爭，51年間，包括原住民族在內的台灣人民總共犧牲了60餘萬人的生命。1,130侵台日軍的陣亡引致60餘萬台灣人民的死亡，這是人類的悲劇！

五十餘年間，十場日本國境外的戰爭日軍陣亡將士總計2,458,781人，但是，受到戰爭荼毒的周邊國家與地區，軍民死亡人數超過5,000萬人。這是一場史上最大的人間浩劫！

是什麼人推動這場浩劫？

1946年東京「遠東國際法庭」展開三年的調查與審判，對5000多名舊日本軍人和政府關係者進行了起訴，分為A、B、C三級戰犯。「遠東國際法庭」審判發動戰爭的A級戰犯28人，其中7名死刑，21名有期無期徒刑，其餘則是在戰爭中虐待戰俘屠殺平民的B、C級戰犯。1959年靖國神社給B、C級戰犯設立了牌位，1978年給A級戰犯設立了牌位。至此，日本政府對於戰爭的反省完全流於空話。

HeldinTokyo,theInternationalMilitaryTribunalfortheFarEastcommencedin1946andconducteditsinvestigationsandjudgmentsoverthenextthreeyears.5,000formerJapanesesoldiersandpoliticianswereputontrial,dividedintoclassA,BandCwarcriminals.28classAwarcriminals,responsibleforlaunchingthewar,wereputontrial.Sevenofthemweresentencedtodeathand21tolifeorlessertermsofimprisonment.TheotherdefendantswerechargedasclassBorCwarcriminals,responsibleforabusingprisonersorslaughteringciviliansinthecourseofthewar.In1959theYasukuniShrinesetupmemorialtabletsfortheclassBandCwarcriminals,andin1978itdidthesamefortheclassAwarcriminals.ThisactmadeemptywordsoftheJapanesegovernment’ssupposedreflectiononitswartimeactions.

戰後日本有多少首相曾去靖國神社參拜？

1946年到1954年任首相的吉田茂參拜過5次。1957年到1959年任首相的岸信介參拜過2次。1960年到1963年任首相的池田勇人參拜過5次。1964年到1972年任首相的佐田榮作參拜過11次。1972年到1974年任首相的田中角榮參拜過6次。1974年到1976年任首相的三木武夫參拜過3次。1976年到1978年任首相的福田赳夫參拜過4次。1978年到1980年任首相的大平正芳參拜過3次。1980年到1982年任首相的鈴木善幸參拜過8次。1982年到1987年任首相的中曾根康弘參拜過10次。1996年到1998年任首相的橋本龍太郎參拜過1次。現任首相小泉則參拜了4次。

當今的日本政治人物能不慎重？

我們閱讀頭號戰犯東條英機的戰爭日記，東條英機幾乎每三天就參拜一次靖國神社，靖國在日語中是“國家平安”的意思，靖國神社就是「祝願國家平安之神社」的意思。東條英機每三天一次「祝願國家平安」，但卻使245萬日軍葬身海外，使超過5,000萬亞洲人民生靈塗炭。

靖國神社告示牌，讓我們有了無限的歷史反思空間；一群政治人物的態度，影響千百萬人民的生死。當今的日本政治人物能不慎重嗎？

參、以行動解放祖先的靈魂

原住民族不是日本人高砂義勇隊犧牲者不能當日本的神

這是台灣原住民族三年內第七度為「高砂義勇隊犧牲者自靖國神社除名」跨海赴日本討公道。這次組成的60人遺族代表團是來自全台灣各原住民族部落，涵蓋達悟族、泰雅族、太魯閣族、噶瑪蘭族、阿美族、卑南族、排灣族、魯凱族、布農族…等。

三年前，高砂義勇隊遺族赴東京「靖國神社」抗議，要求「靖國神社」將高砂義勇隊犧牲者除名。兩年前，我們赴大阪地裁所對「日本政府、小泉首相、靖國神社」提出訴訟。當時，我們在書面陳述上寫著：「世世代代的台灣原住民族將一波波赴日追討民族尊嚴」。

Threeyearsago,familiesofthesacrificed“TakasagoVolunteers”wenttoTokyotoprotestagainstYasukuniShrine,demandingde-enshrinementof“TakasagoVolunteers.”Twoyearsago,wewenttotheOsakaDistrictCourttopresschargesagainsttheJapaneseGovernment,PremierKoizumiandtheYasukuniShrinewithstatementwrittenexplicitlythat“GenerationsaftergenerationsofTaiwan’sAboriginalshallcometoJapantoreclaimdignity.”

美化殖民的說法無法隱藏歷史罪行

我們曾經在台灣與日本都聽過這樣的說法：「同樣是殖民，當年日本殖民政權對待台灣的方式比其他南洋、朝鮮各地好很多，日本殖民政權在台灣至少留下現代化工業的基礎。」。這是一種屠殺十個人與屠殺八個人的可笑比較邏輯，但是，屠殺數字的多與少，都不能抹滅屠殺本身的滔天罪行！同樣的，殖民就是掠奪，為了脫罪而美化殖民，這不僅是罪加一等，而且是再一次羞辱日本的國格、羞辱愛好和平日本人民的尊嚴！

日本殖民政權在台灣期間，先以武力鎮壓平地漢人抗日勢力，再以製糖工業控制土地，然後以武力屠殺擁有樟樹資源的原住民族部落，奪取提煉樟腦的樟樹資源。樟腦與製糖工業是日人據台最典型的殖民工業：武力侵略→奪取原料、奴役勞力→加工成品→運回母國、外銷賺錢。

1935年後，日本殖民政權為了準備發動太平洋戰爭，規劃將台灣做為軍需工業生產基地，開始在台灣培養初階工業人才，建立初階工業，將日人自南洋掠奪的橡膠、錫等原料加工為軍需物資，供應日軍戰爭所需。日本軍國殖民政權在台灣只有建立掠奪式的殖民工業，台灣內需的民生工業是戰後才建立的。所以，所謂留下工業化基礎，不僅是扭曲事實，而是從一開始的動機，就是為了效忠於軍國主義的侵略與殖民利益的！

ThroughoutTaiwanandJapan,wearealltoofamiliarwiththeorieslike“underJapanesecolonization,TaiwanhadbeenruledmuchmorebenignlythanKoreaandotherAsian-Pacificcountries;JapanesecolonizersatleastlaidthefoundationofmodernindustryinTaiwan.”Suchanabsurdfalse-logicoflesserofvictimization,implicatingbenignity,simplydoesnotwhite-washthebrutalityofJapanesecolonialism.Colonizingisoutrightmarauding,euphemizingcolonialisminordertoshirkresponsibilityisnotjustanevenmoreseriouscrime,it’sanotherhumiliationtothedignityofJapanandthepeace-lovingJapanesepeople.

DuringtheJapanesecolonizationofTaiwan,afterinitialemploymentofmilitaryforcestocrushtheHan-Chineseresistance,theColonialAuthoritythengainedcontroloflandthroughtheestablishmentofsugar-makingindustry,andeventuallymassacredAboriginaltribeswhichownedtheresourcesofcamphorforest.Camphorandsugar-makingwerethetwo“exemplary”JapanesecolonialindustriesinTaiwan,thestrategicmovesofJapanesecolonizationwere1)Militaryaggression;2)Controllingtherawmaterialandenslavementoflaborforce;3)ExportingproductsthroughJapanesetradenetworkstobenefitthecolonizingEmpire.

Forthepreparationofanall-outwarinthePacific,JapaneseColonialAuthorityplannedtotransformTaiwanintoamilitary-industrialcomplexfrom1935,thusestablishinghumanandmaterialbaseforprimaryindustriesinTaiwan,processingrubberandtinfromtheJapanesecoloniesinSouth-EasternPacificintomilitary-ratedproductstosupporttheJapanesewar-machine.WhattheJapanesemilitarist-colonialregimeestablishedinTaiwanwasnothingbutcolonial-predaciousindustrialbase;Taiwan’scivilian-orientedindustryfordomesticconsumptionhasbeenaPost-Wardevelopment.Thetheoryof“layingthefoundationofmodernindustryinTaiwan”isnotjustafact-twistingfabrication;themotivebehind“IndustrializationofTaiwan”fromtheverybeginningwastoservetheImperialJapan’smilitaristaggressionandcolonialinterests.

受盡日軍迫害的台灣原住民族怎麼能當日本人

我們帶來了很多歷史相片，這些相片是日本軍隊攻打我原住民族部落，以大炮機槍殺光我們的勇士、燒光我們的部落、搶光我們的糧食的真實記錄。這些相片，是日本軍隊的隨軍寫真班所拍攝，製成「征討畫冊」後呈送日本軍部表功，戰後，這些資料流入民間，日軍屠殺我原住民族的罪行終於重現天日，「征討畫冊」變成「戰犯罪行証據」。受盡日軍廹害的台灣原住民族，絕不會是日本人。

Wepresentmanyhistoricalphotographs,imagestruthfullyrecordingJapanesearmedforcesattackingourtribes,bombardingandmachine-gunningourbravewarriors,incineratingourhouses,robbingourfood.ThesephotographsweretakenbyJapanesemilitaryphotographers,andwerepublishedasan“IllustratedHistoryofExpeditionforthePunishmentofBarbarians”bytheJapanesemilitarypropaganda.ThesematerialsfellintocivilianpossessionaftertheWar,revealingatrocitiesagainstTaiwanAboriginalconductedbytheJapanesemilitary.The“IllustratedHistoryofExpeditionforthePunishmentofBarbarians”isindeedashockingevidenceofwaratrocities.TaiwanAboriginalbrutalizedbyJapanesemilitaryAREDEFINITELYNOTJapanese.

被迫去當炮灰的高砂義勇隊絕不是日本人

1907年，日本殖民政權對台灣原住民族實施蕃童特別教育，在各地部落普設「蕃童教育所」推行日語教育，並以「天皇神道」信仰施以洗腦教育。「蕃童教育所」的教師由派出所的警員兼任，他們教育兒童、並指導「蕃」童成長後，逐次地編入青年團、壯年團，日本警察在原住民族地區擁有絕對的權力。1942年3月，日本軍方欲組織「高砂義勇隊」送往戰場，所以由總督府的警務部下達召募令至各州的「理蕃課」，各州的「理蕃課」再傳至郡「理蕃課」，而各地站在召募最前線的就是派出所的警察。高砂義勇隊，雖然在名義上採取召募形式，實際上，是由派出所的警察指名挑選的。出征的戰士給予隆重的神道儀式，並對戰士與家屬灌輸「挺身報國乃名譽之事、勇敢奮戰而陣亡是家屬的榮耀」的神道催眠。在這種環境之中，召募高砂義勇隊的行為，毫無個人自主意志可言。更進一步說，高砂義勇隊根本是被日本殖民政權強迫犧牲的「戰爭炮灰」！

JapaneseColonialAuthoritydevisedthe“BarbarianChildrenSpecialEducationProgram”fortheTaiwanAboriginalfrom1907.Numerous“BarbarianChildrenSchools”wereestablishedtoconductJapaneselanguagetrainingwithindoctrinationofJapaneseShintoism.Instructorsatthe“Schools”wereactuallylocalJapanesePolicemen.ThePolicemenindoctrinated“BarbarianChildren”fromtheirearlyage,andorganizedteenagersinto“YouthCorps”and“YoungAdultCorps,”thusJapanesePoliceheldabsoluteauthorityintheAboriginalHomelands.WhentheJapanesemilitaryorganized“TakasagoVolunteers”duringMarch1942asreplacementsforfrontlineattritions,thePoliceDirectorateofJapaneseGovernorOfficeinTaiwanissueddraftorderstoregional“BarbarianManagementOffices”throughoutTaiwan,ineffectassigninglocalpolicemenasdraftofficers.TheAboriginaldraftees,thoughknownas“Volunteers,”were,infact,specifically“handpicked”bythelocalJapanesePolice.TheAboriginal“Volunteers”were“glorified”byShintoistceremonies;theShintoistindoctrinationof“fightingfortheJapaneseEmpireisanobledeed,andsacrificingincombatisthehighesthonourtotheVolunteers’families”wasall-encompassing.Theso-called“TakasagoVolunteers”wereanythingBUTvolunteers!TheywerenothingBUTforciblysacrificedCANNONFODDERSforImperialJapanesecolonialism!

我們的祖先不能當日本的神

日本據台51年，在這段期間，在台灣的日本人適用的法律是「日本國內法」，而一般的台灣人適用的法律是「台灣總督府殖民地法」，但是，台灣原住民族卻沒有適用的法律，而歸管理山林資源的「理蕃課」管理。基本上，日本殖民政權並不將台灣原住民族當成「人」來看待。東京「靖國神社」的人員曾經拒絕我們「高砂義勇隊犧牲者除名」的要求，當時他們說：「根據我們的神道信仰，這些犧牲者都已成為天上的神，沒有人可以決定將他們除名。」

我們要向靖國神社宣告：台灣原住民不是日本人！原住民的文化不會用戰爭手段解決問題！我們才是真正的「文明人」！我們更要再次強調：「原住民的祖先被困在靖國神社成為怨靈，這是民族的不幸。台灣原住民將會一波波赴日，以行動解放祖先的靈魂！」

Duringthe51-yearJapanesecolonizationofTaiwan,theJapaneseinTaiwanwassubjectedtoJapanesedomesticlaws,butTaiwanesewasdiscriminativelysubjectedtothecoloniallawsofTaiwangovernorpalace.However,TaiwaneseAboriginal,without“applicable”legalstatus,wereconsideredas“mountainresources”and,accordingly,were“managed”by“BarbarianManagementOffices.”Inessence,JapaneseColonialAuthoritynevertreatedTaiwaneseAboriginalas“humanbeings.”TheYasukuniShrineoncerejectedourdemandto“de-enshrinetheTakasogaVolunteers”ontheexcusethat“accordingtoJapaneseShintoistbelief,thosevolunteersalreadybecamedeities,thereforenoonecouldclaimtheirde-enshrinement!”

WemustpronouncethatTaiwaneseAboriginalhaveNEVERbeenJapanese!Ourculturerenunciateswar!WearethetrueCvilizedPeople!Wemustre-iterate:OurancestorshavebeenimprisonedintheYasukumiShrineasunrestingsouls!Thisisoursuffering,andweshallcometoJapanagainandagaintoliberateourancestralsoulsthroughaction!
